Set up digital data
To solve the problem of transferring construction data to information systems, it is first necessary to legally secure electronic document management between participants and customers in the construction industry, says Mikhail Klimov, co-owner of WELLSIDE Real Estate.Developers of technical and administrative document management systems provide the entire necessary set of functions, according to software vendors in the construction industry. At the same time, they note that unilateral control over data by government agencies limits contractors and increases their risks.
"For example, after the completion of work, contractors' access to the system is closed, and in the event of accidents or man-made disasters, the contractor is practically content writing service unable to prove his case. In the event of any problems with information systems, objective data on the work performed in electronic form may become inaccessible. And the question of liability may arise decades later in the event of the destruction of a building and the death of people," Mikhail Bocharov, Deputy General Director for Science at SiSoft Development, told RSpectr.

– The choice between private data operators and the creation of a GIS for process control depends on many factors, including reliability, efficiency and controllability. On the one hand, private operators can provide more flexible and innovative data management, but on the other hand, a state system can offer a higher level of standardization and control.
Experts agree that
for numerous services inspecting construction projects, their own EDI system is required, compatible with the information systems of design and construction organizations
An alternative could be to provide access to these documents to all inspectors through certain mechanisms, for example, the interdepartmental interaction system (SMEV - "Gosuslugi"), or through the electronic notary information system.
RSpectr's interlocutor believes that once again multiplying IS entities is ineffective and costly for the state. As a result, unstructured, but "dirty" data will be born - inconsistent numbers in different registers, and there will be no trust in them, he noted.
OPERATORS & INFORMATION SYSTEMS
Business proposes to include trusted operators of legally significant electronic document management (USEDM) in the ecosystem of information interaction. Thanks to the institute of electronic notaries, agreements on document roaming have long been concluded in Russia, explained Mikhail Bocharov.
Director of the BIM division of ASCON Dmitry Demin told RSpectr that in order to ensure legally significant document flow, it is necessary to use special authorized centers of the crypto provider. Document flow systems are integrated with such centers, which helps to implement the Federal Law of April 6, 2011 No. 63-FZ "On Electronic Signature", he specified.
Mikhail Bocharov, SiSoft Development:
– After any data (files) have been exchanged between two companies in electronic form via YUZEDO operators, a protocol remains. Such a document ensures basic things: equality of the parties to the transaction and confirmation of the authenticity of the transferred data “to the last byte”, in other words, it introduces the concept of non-repudiation.
